Why not both?
The classic plan is Chiang Mai as the main base (3–5 nights) plus 1–2 nights in Chiang Rai. Buses between the two take roughly three hours; a one-day tour from Chiang Mai is possible but makes for a very long day.

Yes, if you have at least a day or two extra. The White Temple (Wat Rong Khun), the Blue Temple and the Golden Triangle are unlike anything in Chiang Mai.
It’s possible with a tour, but it means around six hours on the road in a day. One night in Chiang Rai is far more comfortable.
Both are budget-friendly. Our data puts Chiang Rai at roughly €20–40 per person per day and Chiang Mai at €25–45.
